So as a ranger, the most important attributes for you will be dexterity and wisdom. But, it's up to you how you build your character.

No. Levels have a cap, and you can only increase attributes (Strength, Dexterity, Wisdom) when you level up so they also have a maximum. But skills are uncapped.

defines the attacking power in relation attributes and skills? If I have a high skill level and low attribute, will I still be able to take high damage?

Probably not...
I guess you're thinking about low levels who train up high skills? Well damage is determined by a mixture of attributes, skills and the spell/feat used. So if you take out one of those three, you're not going to be able to do high damage.
However getting the balance right on this is going to be something we work at during the beta however. We want a system where being higher level does give a clear advantage, but it doesn't make you untouchable if you meet somebody with some skill in combat.

I am a little late to make questions I think, but I will ask away anyway!
Is there any way to train, lets say, daggers as much as we want, like stabbing a dummy, monsters? My point is: advancing in DAGGERS without leveling up meanwhile?
I ask that because I really enjoy to raise my combat skills before going out exploring or fighting other players, so I am wondering if that is possible.

I'm saddened that I can't get stronger as a low level. I enjoyed running around with a War Hammer back in old tibia with 70 club level 8 and trashing those unexpecting PKs

@Aidan So everyone will most likely have the same skill numbers, doing the same damage at the same level That's a bit frustrating, it is nice to work on a characters skill to make it unique, but apparently all the knights will be doing the very same damage at level 10, 15, 20, difference will be on a knight's equipment. @Drawnraven I share that feeling! I liked being a lowbie and kicking someone else's ass off in a duel because I had the skills for it and not because I had the levels  Well, let's see how that works out! Regards,
